Lower Mission's beach-and-school reputation is not marketing shorthand — it is also the reason a well-placed suite here tends to hold tenant interest even as citywide vacancy climbs.

Lower Mission stretches along the east side of Okanagan Lake south of downtown, one of Kelowna's most established family neighbourhoods, built out largely from the 1970s through the 1990s with infill and larger newer homes added since. It is anchored by public beaches — Rotary Beach and Cedar Creek among them — and several well-regarded schools, which is a large part of why demand to live here, whether buying or renting, has stayed strong over time. Lot sizes vary from standard subdivision parcels to larger, older lots closer to the water, with mature trees and established landscaping typical throughout.
Lower Mission's larger, older lots often have room for a detached carriage house within the 90-square-metre cap and 14% site coverage limit, particularly on properties that haven't already used up their yard with a pool, workshop, or extensive landscaping. On more built-out lots, or the smaller end of the area's standard subdivision parcels, a secondary suite inside the existing house is frequently the more practical option — it does not compete with an established yard for space the way a new detached structure would.
Because this is a neighbourhood where buyers and renters alike are drawn specifically to outdoor space and lake proximity, we walk through both options with an eye to preserving what makes the lot valuable in the first place, not just maximizing square footage.
Lower Mission sits inside Kelowna city limits and is governed by Zoning Bylaw No. 12375: a detached carriage house capped at 90 square metres (about 970 square feet), one per lot, not stratifiable, accessory buildings limited to roughly 14% site coverage, and one additional parking stall required at minimum 2.75 by 6.0 metres. See the city's carriage houses and secondary suites page for current detail, and confirm your specific RU zone before assuming a layout will fit.
The province's Small-Scale Multi-Unit Housing legislation, effective since November 30, 2023, applies citywide, including here, generally increasing the number of units a single-family lot can support.
A turnkey carriage home runs $350,000 to $550,000; a secondary suite conversion runs $60,000 to $150,000. Design and permitting typically take 3 to 5 months, construction another 5 to 8 months, with a 4-to-6-week review window for a clean application. Lower Mission's more established, sometimes higher-value lots do not automatically mean a higher construction cost — the same regional ranges apply — but finish-level expectations in a higher-value neighbourhood sometimes push a project toward the top of the range by choice rather than necessity.
Financing tools are the same across the region: the BC $40,000 Secondary Suite Incentive Program closed to new applications March 30, 2025; the proposed federal $80,000 loan did not proceed in the 2025 federal budget; and CMHC-insured refinancing up to 90% of home value (under $2,000,000) has been available for suite financing since January 15, 2025.
Kelowna renters paid an average of $2,118 a month for a two-bedroom and $1,596 for a one-bedroom in 2025 (CMHC), with vacancy up to 6.4% from 3.8%. Proximity to beaches and schools is a genuine demand driver here, but it is not a guarantee against rising vacancy — we ground any specific rent estimate in comparable listings, not neighbourhood reputation.
