Carriage Homes & Secondary Suites in Peachland

Peachland allows secondary and garden suites in most residential zones — but budget for an annual suite licence fee the moment you register one.

A small lakeside district, not a big city

Peachland is the smallest of the Central Okanagan municipalities covered here, a lakeside district of roughly 5,500 people stretched along Okanagan Lake south of West Kelowna. Housing runs from older, smaller lots close to the historic downtown core and the lake, to larger, newer subdivision lots on the benches above, in areas like Ponderosa and Trepanier. Lot size and slope vary enough within the district that a specific-address check matters more here than a general rule of thumb.

Peachland's small size means its planning department is more accessible than a larger city's, and property owners here often deal directly with staff rather than navigating a large bureaucracy — a genuine advantage when a zoning question needs a straight answer.

Garden suite or secondary suite: Peachland allows both, by name

Peachland's zoning bylaw specifically permits both secondary suites (inside or attached to the house) and garden suites (a detached structure, functionally the same idea as a carriage house) in most residential zones. Which one suits a given lot comes down to the same physical questions as anywhere else — depth, setbacks, existing house layout — but the district does not restrict the choice to one type of dwelling the way some municipalities do.

The rule that's easy to miss: the annual licence fee

Under Zoning Bylaw No. 2400, 2023 (section 5.42), Peachland permits secondary and garden suites in most residential zones, but registering one comes with an ongoing cost that Kelowna and West Kelowna do not charge: an Annual Suite Licence fee of $56 at registration, renewing every calendar year, plus 40% of the base utility rate for water and sewer service. It is a modest cost against a $60,000–$150,000 suite conversion or a $350,000–$550,000 carriage home, but it is a real, recurring line item worth budgeting for rather than discovering after the fact.

The provincial Small-Scale Multi-Unit Housing rules, in force since November 30, 2023, apply to Peachland as they do to every mid-sized BC municipality, pushing toward more housing units permitted on single-family lots district-wide.

Cost, financing, and the honest rent picture

Construction costs are consistent with the rest of the region: $350,000 to $550,000 turnkey for a carriage/garden home, $60,000 to $150,000 for a secondary suite conversion, with 3 to 5 months of design and permitting and 5 to 8 months on site. Peachland's smaller planning department can sometimes move faster on a straightforward application than a larger city, though we do not promise a specific timeline until we see the property.

Financing options are the same province-wide tools available everywhere in this region: the BC $40,000 Secondary Suite Incentive Program closed to new applications on March 30, 2025; the proposed federal $80,000 loan did not make it into the 2025 federal budget; and CMHC-insured refinancing up to 90% of home value (under $2,000,000) has been available for suite-specific financing since January 15, 2025. A CleanBC rebate of up to about $5,500 applies to a heat pump in the new unit.

CMHC reports rent at the regional level rather than by individual community, so the applicable figures are the Kelowna-area averages: $2,118 a month for a two-bedroom, $1,596 for a one-bedroom in 2025, with vacancy at 6.4%, up from 3.8%. Peachland's rental market is smaller and thinner than Kelowna's, which cuts both ways: less competition among landlords, but also fewer comparable listings to price against — reason enough to talk to a local property manager before setting a rent, not just look at a regional average.

Peachland questions

Does Peachland allow a detached carriage house, or only suites inside the house?
Both. Peachland's bylaw specifically permits secondary suites and garden suites — a garden suite being a detached structure, functionally similar to a carriage house — in most residential zones under Zoning Bylaw No. 2400, 2023.
What is the Annual Suite Licence fee and do I have to pay it?
Yes, if you register a secondary or garden suite in Peachland. It is $56 at registration, renewing each calendar year, plus 40% of the base utility rate for water and sewer — a recurring cost that Kelowna and West Kelowna do not charge in the same form.
Is Peachland's rental market big enough to support a suite?
It is smaller than Kelowna's, with fewer comparable listings to set a rent against. CMHC does not publish Peachland-specific rent figures, so we use regional Kelowna-area averages as a starting point and recommend confirming with a local property manager before finalizing your numbers.
Can I still get the BC $40,000 grant for a Peachland suite?
Not for a new application — the province closed that program March 30, 2025. If your application was approved before that date, it stands. CMHC's refinancing option is the current alternative.
