Carriage Homes & Secondary Suites in Springbench

Springbench sits on the hillside above Glenmore, and the same slope-and-space trade-off that applies to Kelowna's other upper-bench neighbourhoods applies here.

A hillside pocket above Glenmore

Springbench is one of the smaller hillside areas above Glenmore, on the north side of Kelowna. As with other upper-bench Kelowna neighbourhoods, expect a mix of lot sizes and grades rather than one uniform pattern — some parcels sit on more moderate slope with usable yard space, others carry steeper grade that limits where a structure can sit. Because it is a smaller, less-documented area than Glenmore or Dilworth Mountain, we are deliberately general here rather than asserting specifics about lot sizes or home ages we have not confirmed against your actual property — the honest version of this page is "the terrain matters, and we check it," not a list of invented statistics.

What that means for a carriage house or suite

The same principle that applies on Dilworth Mountain and the steeper parts of Glenmore applies here: slope changes both the buildable footprint and the likely cost, regardless of how the lot measures on paper against the 90-square-metre cap and 14% site coverage limit. On a moderate-grade lot with a usable flat area, a detached carriage house may be entirely realistic. On a steeper parcel, a secondary suite inside the existing house avoids the site-grading question and is often the more practical starting point. We would rather tell you plainly that this depends on your specific lot than guess at a neighbourhood-wide answer we can't back up.

Zoning: the same citywide bylaw

Springbench sits within Kelowna city limits and is governed by Zoning Bylaw No. 12375, the same as every other Kelowna neighbourhood on this list: a detached carriage house capped at 90 square metres (about 970 square feet), limited to one per lot and not stratifiable, accessory buildings capped at roughly 14% site coverage, and a minimum one additional parking stall at 2.75 by 6.0 metres. Full current detail is on the city's carriage houses and secondary suites page, and confirming the specific zone on your parcel is the necessary first step before any design work begins.

The province's Small-Scale Multi-Unit Housing legislation, effective since November 30, 2023, applies here as it does citywide, generally increasing the number of units a single-family lot can support.

Cost, financing, and rent

Regional cost figures apply as a starting range, with the same caveat we give for other hillside areas: $350,000 to $550,000 turnkey for a carriage home and $60,000 to $150,000 for a secondary suite conversion, trending toward the higher end where slope adds site work or engineering review. Design and permitting typically run 3 to 5 months, construction another 5 to 8 months.

Financing tools are the same across the region: the BC $40,000 Secondary Suite Incentive Program closed to new applications March 30, 2025; the proposed federal $80,000 loan did not proceed in the 2025 federal budget; and CMHC-insured refinancing up to 90% of home value (under $2,000,000) has been available for suite financing since January 15, 2025, alongside a CleanBC heat pump rebate of up to about $5,500.

Kelowna renters paid an average of $2,118 a month for a two-bedroom and $1,596 for a one-bedroom in 2025 (CMHC), with vacancy up to 6.4% from 3.8%. We do not have neighbourhood-specific rent data for an area this size, so we work from the citywide figures and confirm against comparable listings for your specific property during the feasibility study.

Springbench questions

Is Springbench zoned differently than Glenmore or Dilworth?
No — it falls under the same City of Kelowna Zoning Bylaw No. 12375 as every neighbourhood in this city. What varies is the specific zone and setback requirements on your individual parcel, which we confirm before proposing anything.
Why is this page less specific about lot sizes than some of your other neighbourhood pages?
Because Springbench is a smaller, less-documented area, and we would rather be honest about the limits of general neighbourhood-level information than invent statistics we can't back up. Your specific lot's zoning and grade tell us far more than an area-wide generalization would.
Does slope on my lot affect whether I can build a carriage house?
It can, in the same way it does on Dilworth Mountain and upper Glenmore — slope affects the usable flat area, foundation requirements, and site access. We review your actual grade before recommending a carriage house or a secondary suite.
How do I find out what's specifically allowed on my Springbench property?
The free feasibility study is built for exactly this — we pull your parcel's zoning, check the buildable footprint against setbacks and slope, and return a written answer, at no cost.
